Program Planning

Perales & Associates Evaluation Services can help you design a program plan that is grounded in reasonable goals and process and outcome objectives. This planning process can help you focus on strategies for creating policy, systems, and organizational changes that can improve the health of your community.

Program planning consultations can include:

  • Facilitation of a strategic planning process

  • Production of a written three to five-year strategic plan

  • Processes and tools for conducting an assessment of community needs and assets

  • Review of relevant literature to identify evidence-based and practice-based interventions

  • Development of community change Logic Models

  • Assistance with Scope of Work development, including program goals, objectives, intervention activities, timeline, and evaluation measures

  • Comprehensive evaluation plan development

Evaluation Design

Our program evaluation process is based on recognized program evaluation practices. Our evaluation design process is executed with cultural humility. This approach produces useful findings for our clients in an equitable manner.

Our program evaluation strategies include:

  • Development of a reasonable evaluation design consistent with intervention strategies, timeline, and program resources

  • Development of evaluation approaches for measuring pre and post-intervention behavior change

  • Development of evaluation approaches for measuring policy, systems, and environmental change

  • Development of evaluation tools necessary for documenting a program’s impact

  • When applicable, the design will be consistent with the program’s funding agency requirements

Program Monitoring

To ensure that our clients’ program evaluation objectives are measured properly, we routinely monitor the program’s activities.

This process includes the following:

  • Implementing and sharing a plan for evaluation monitoring

  • Monthly consultations and check-ins with program staff

  • Face-to-face meetings with project staff. If that is not practical, we can arrange an alternative method of communication such as hosting no-cost live interactive webinars

  • Site visits to the project’s priority area, to observe intervention activities, as appropriate

Data Collection and Analysis

A thorough evaluation involves the collection of information and a follow-up analysis. Our data collection strategies are based on the completion of quantitative surveys and often focus groups and key informant interviews. Graphs, tables, infographics, photographs, and other visuals are often included in the reports, as appropriate.

It also includes:

  • Development of appropriate quantitative and qualitative instruments

  • Development of data-gathering methods

  • Development of data entry codebook and data entry templates

  • Training staff for data-gathering and data entry, as needed

  • Data entry and quantitative and qualitative data analysis

Report Writing, Publications, and Presentations

Our evaluation products take shape in the form of report writing, publications and other presentations. Our findings often suggest new program development, emerging needs, and priorities.

We provide:

  • A periodic summary of evaluation activities and initial findings

  • Final evaluation report consistent with the requirements of the program’s funding agency, including program and intervention background, evaluation methods, results, discussion and conclusions/recommendations. As appropriate, an executive summary can be included

  • As requested, a formal presentation of the results to stakeholders can be provided
